Woman Struck and Killed on PCH Just Hours After Celebrating 21st Birthday; Suspected Hit-Run Driver Arrested

A man was arrested Tuesday morning after a hit-and-run collision in Malibu that left a 21-year-old female pedestrian dead, authorities said.

The collision was reported about 5:35 a.m. on Pacific Coast Highway just east of just east of Zuma View Place (map), a Los Angeles County Sheriff’s Department news release said.

The driver, who fled westbound after the collision, was arrested near Kanan Road and the 101 Freeway, the release stated.

He was identified as Pablo Carranza, 25. He was booked at the sheriff’s Malibu/Lost Hills Station and was being held on $50,000 bail.

The victim, identified as Melanie Quinonez, had been driving a car shortly before the crash, according to sheriff’s Sgt. Phillip Brooks. She and three passengers pulled over and exited the vehicle to stretch their legs when the victim was struck while standing next to her vehicle, the sergeant said.

Quinonez, from Panorama City, had just turned 21 on Monday.

In the aftermath of the incident, authorities initiated a search for a white car with front-end damage and saw such a car “limping down” Kanan Road, sheriff’s Detective Dave Huelsen said. The driver pulled over when he saw deputies, according to Huelsen.

The arrest occurred about 14 miles north of the crash site.

PCH was closed for several hours as a result of the crash.
